Carol. I think the reason is that they lack two critical components:
1) they have no common sense nor an ability to understand the probable outcome of actions

2) they lack character and integrity and so they cannot understand those traits in others..... they perceive all the actions of others as not being motivated by what is right or true, but rather by self interest
