We are the empire that smaller, less developed nations tend to pay tribute to. We can certainly be oppressive: IMF lending policies in the Caribbean, our financial toppling of governments of South America in the eighties, our manipulation of asian markets, increased drone warfare, etc. The statement from Romans is spoken from a different place, a place of powerlessness. But we are the empowered empire. Imagine that statement spoken by a Roman citizen.
