Instead of limiting bills to 100 pages, why not require that any bill submitted for consideration must be hand-written in ink (preferably with a goose-quill pen!) by the sponsor? That would cut WAAAAY down on length.

If you're saying give the test to those who VOTE on it, then I agree... And if they fail, it is an immediate shotgun to the back of the head. Voting on things that will affect the lives and livelihoods of millions of Americans should be taken just that seriously.
