My best guess is, the police officer is an Obama supporter. The Officer has bought into the AR15 assault rifle definition and has let his bias over ride Grisham's constitutional right guaranteed by the 2d Amendment. The police officer should be suspended and all videos closely examined to determine truth and affix blame.
