The H-1B issue is not a conservative vs liberal issue. For that matter, immigration issues are not liberal vs conservate either. Ronald Reagan granted Amnesty to millions of illegals, GWB tried to do the same thing.

The H-1B never had such a provision. Such a provision would go against everything the H-1B stands for. The H-1B does not require that an American cannot be found. It is entirely okay to fire an American for no other reason than to replace him/her with a cheaper H-1B. Americans are forced to train their H-1B replacements all the time.
