The Line Item Veto, which Pres. Reagan wanted because he had had it in California, was thumbed down by the Supremes, maybe in late 80's, maybe even during Clinton. Any member of Congress who wrote a Term Limits law would have been scalded and skinned by the rest of his compatriots before it ever reached the Supreme Court.

Except in The One's case it isn't funny. He isn't. Over a 5-year period he has not made a single move that has been proven (in the successes of previous Presidents) to open up the economy; on the contrary, he deliberately makes ruinous choices.
Not so sure which was worse: Vietnam and Laos or the EPA and OSHA, the gifts that keep on giving.
An interesting site, Labor Union Report, has a couple of great videos. One is Hitler decrying the lack of success in trying to get WalMart employees to strike. The other is the UFCW line-dancing in the aisles, trying to promote a strike. Oh, yeah, unions really CARE about their members' income ... at least the percentage of it that becomes dues.
"Why he didn't do this and why it didn't occur to him ..." Because, Jonah, HE DIDN'T KNOW ABOUT IT. He could not possibly have known about it. He may not know about it even now. If no one tells him, he may never know. And apparently no one on his staff or in any part of his administration ever tells him anything.

Romney, like Dole and McCain and maybe Bush, was selected for us. Wouldn't you druther he were the President now? Wouldn't we be in better financial shape if we had a President who wasn't hell-bent on bringing down the nation's economy?
