I am no expert on the constitutional requirements for the Post Office. However, this make sense worth pursuing. And if the unions balk, then just close the whole mess down, and if worthwhile re-open the USPO as it should be run in today's environment and without unions - at least not with the power they have now!

The Postal Service is in crisis, yet unions and some members of Congress continue to block reform.
