Rich656, remember that the Catholic Church is not necessarily bound exclusively to the text of the Bible, whether Old or New Testament. One justification for the Catholic Church's use of holy tradition (not human tradition, which is different) might be seen in John 21:25 -- "There are also many other things that Jesus did, but if they were to be described individually, I do not think the whole world would contain the books that would be written." And while punishment for crime has not been about redemption in the past, but perhaps it can start being about redemption/rehabilitation for the perpetrator as well as justice for the victim and society as a whole.
