You can look at the front page of Townhall.com for an AP article called "Analysis: Dems reach breaking point on filibusters". I am going to take AP at their word. The essence is that executive appointments are filibustered so often now that too many positions are left unfilled. I assume the situtation will be the same when we have a republican president.
