Alan, let me guess...you slept through your Government Class, didn't you? The President can only propose a budget, then sign or veto it, once Congress has passed it so the people to blame for any deficit, is Congress, not the President (regardless of what party her belongs to) By the way, Clinton's surplus came from a Republican majority in both houses of Congress, the last 6 yrs he was in office. If you look at Bush's record, in spite of going to war, he had a decent deficit until the last two years he was in office, when it skyrocketed...care to guess what party was a majority in both houses of Congress? Hint...it wasn't Republicans! I'm neither a Bush nor Obama fan, but the blame needs to be placed where it belongs...on Congress!
