Sen Rand Paul is currently proposing a Bill that would forbid the Executive, Legislative and Judicial branches from exempting themselves from their own mandates. Of course Term Limits continually fails to gain traction. Congress will never pass law that limits their own power or pelf. The People's only recourse is a Constitutional Convention among the States. The Ballot Box doesn’t seem to be working.
