The people showing up for jobs that pay $15 per hour will not generally be the same people now getting $9.19 per hour. They will be more intelligent, more dedicated to their jobs and more productive. How do I know this? Because that's what they are doing right now. Why are people now earning $9.19 per hour if they could get and do a job paying $15/hour? The answer is that they are not qualified to do those jobs: otherwise, they would be doing them. Over time, the $9.19/hr jobs will "grow" into higher tech, higher productivity, higher paced jobs that the $9.19/hr workers can't possibly do. They will become unemployed and unemployable. They will (if they can) move to the welfare rolls. Is that what they want? I sincerely hope not.
