We live in a post-Constitutional era. The Constitution, as originally devised, is no longer followed.
Think of the Liberty Amendments as adding meat to the 10th Amendment. These bring huge power back to the states where it should have always remained. The problem has been that between the vagueness of the 10th Amendment (vague because other parts of the Constitution can be incrementally used to justify greater and greater Federal power), and the passage of the 17th amendment (which Levin proposes we repeal), the states are non-players.
This is a constitutional way to bring the States back into the game without having to whine about the fact that everyone ignores the 10th Amendment. Well, these 11 new amendments restore the power of the states.
