Here's part of a proposed Constitutional Amendment I've created with an unusual twist to the Flat Tax in it: The Congress shall have Power to lay and collect a 10% flat Tax upon the Revenue of the States, and to collect Reciprocal Tariffs, Imposts, and Excises, to fund the Day to Day Operations of the United States Governmnet; but all Duties, Imposts, and Excises shall be uniform throughout the United States, and Each State Legislature shall have Power, provided two thirds of it’s Members concur, to withhold their Revenue payments from the United States, if in their Judgement, the Congress is abrogating its Responsibilities towards the States, according to any Section of the Constitution, thereof.
