$2,000? I bet most won't pay anywhere near that much. I'm sure that there are numerous exemptions for hardship or other sorts of "compassionate" consideration. More likely however, is that they simply don't pay and the system is either too overwhelmed or too disinterested to make sure that they are in compliance and in the end the lack of payment won't adversely effect their status.
But you are absolutely right, $2000 is nothing more than a slap on the wrist -- I'm just trying to point out that that wrist slap, as insignificant as it is, won't even happen.
