It depends on how they do it, just like it depends on how they do it when it comes to religous expression. It isn't singling out people who oppose this particular president when they violate Article 88 of the UCMJ...military members aren't allowed to express contempt for the Commander in Chief in a way that can be associated with their military service no matter who is president. Service members can read any books they like when they're off-duty and out of uniform.
