Please tell me where Congress has the CONSTITUTIONAL power to regulate abortion? It seems to me that Congress could only regulate abortion if the ACTUAL procedure was being performed in transit across state lines, on the High Seas, or in an airplane. Congress or State Legislatures absolutely do not have the power to restrict travel to have an abortion whatsoever. The right to travel is virtually unlimited. A woman 26 weeks along can leave her State where the abortion is illegal and travel to Maryland or NY where it is legal. There is no legislature or Court in this nation that can prevent that without an Amendment to the Constitution giving express powers to Congress or revoking the "privileges and immunities" Clause.
