The Constitution itself calls for amendments to be added, but it also provided that it be exceedingly difficult to do (ratification by 3/4 of the states after 2/3 Senate approval), which is why it has been amended as FEW times as it has. We are still very much a Constiotutional-based republic...at least as long as our population allows for it.
