Fascism, in particular, hinges on this false claim. Under fascism, the means of production are nominally in private hands, but in practice, actual control resides with the government (through its powers of taxation and regulation). The Farbens and the Krupps decided that it was in their best interests to do as der Fuehrer's inspectors suggested rather than to find out what would happen if they didn't.
