The higher muscle density reduces the opportunity for such athletes to perform at the highest levels of tour cycling and swimming. Not impossible to have a top cyclist or swimmer with African descent, but less likely because of too much weight for tour cycling and not enough boyancy for swimming. This is one explanation for the lack of such athletes at the highest level in these sports along with geopgraphy, domography, and culture as the good Dr. pointed-out.
