Because there are individuals who fall outside of the curve (below and above) of every statistic. That's why we don't exclude people on the basis of race, but instead consider the abilities of individuals as they present themselves for particular positions. Not to do so would result in people like those you name not even trying to play basketball, and people like Dr. Ben Carson not even trying to go to college, med school or to become a pediatric neurosurgeon. Not only do they lose, but society loses their talents.
