There is a difference between water vapor and clouds. Yes water vapor is a very strong ghg and reflects more energy back to the earth in the infrared spectrum. It doesn't become a cloud until it rises up into the atmosphere and condenses out. As the earth warms, it goes up higher into the atmosphere than before it condenses. This is expected to be a positive feedback simply because it is more time for the sun to reach the surface of the earth.
