I spent my childhood on the banks of the Mohawk River in upstate New York. It was literally the open sewer of industries and the cities on its banks. Cleanup started in about 1960 and has succeeded greatly. But the bureaucrats who clean up such messes need to continue to justify their existence and high salaries and perks. Once a "War on"....whatever is declared, there is only one thing that is certain....that war can never be proclaimed as won. That would end the gravy train.
