Did Speaker Pelosi say "... before we can ..." or " ... so we can ..." ?
I remember the context was 1) her exasperation at (in her opinion) vast amounts of misinformation raised in opposition to the bill. Matched, as remembered only by some, by vast amounts of misinformation in favor of the bill.
One lesson out of this is illustrated by two Japanese concepts: the idea of the facade of what is supposed to be, and the idea of what really is. We have a falsehood of Civics 101 of how our government supposedly works and how bills are supposed to become law. And then there are the dirty secrets of what/how it really works.
