There is the state problem (is the state DOT up to the task of maintain and building roads?). There is the federal problem (is the federal government capable of using politics in the allocation of resources?) Apparently, in GA the State DOT can not tell us how the money was spent. Yes roads and bridges get built and maintained, but the DOT can not effectively tell us how the money was spent. The Federal government is a mess. First, the syphon off 35 cents of every dollar and spend it on mass transit (and most of that money goes to the ten largest cities in the country to subsidize their mass transit systems). Second they reward Unions by using the Davis Bacon Act to force State DOT departments to ay local prevailing wages (union wages
