It occurs in the seventh paragraph: Your question, "Will a panel of government experts decide whether or not you qualify for a medical procedure?" has already been answered and the answer is "no." The (death) panel, called the Independent Payment Advisory Board, a fifteen-member panel to be appointed by the President, has already been created and it will have an absolute and final say about care than can or cannot be delivered. It is answerable to no one, other than the POTUS (to whom they are beholden for their jobs). By law, less than half of the fifteen can be "health care providers," which means that, in practice, none will be.
