This cost far, far more money. But also it required trampling on what is called the Bay Escarpment, a very unique ecological area with many unique species. But there's "zero tolerance" for filling wetlands, and there's no law against trampling more unique ecosystems, so they spent all the extra money and did far greater environmental damage -- because of the stupidity of the law. But that's the way the gov't works.
