This committee was comprised exclusively of pollisters and hired gun campaign workers who may not even be Republicans. They were all friends of Karl Rove and were hired to say what Karl Rove wanted them to say. They said that Republicans should do more polling, micro managing, testing, accumulate more data (all at the party's expense) and then float their principles to meet Rove's polls. If the polls say we should spend more - then spend more, if the polls say voters don't care about deficits or borrowing - ignore that, if the voters say to give illegal alliens full citizenship - go with that. If Republican operatives are dumb enough to do this, they will not pick up a single new Democratic vote but they will lose most Republican
