Anyone who gets drunk is responsible for health consequences, for injuries that occur as a result of drunk driving, for any fights they start while drunk, etc. But a drunk is not responsible for the crimes others commit against them because, being drunk, they were more vulnerable. Consider the general version of your idea. The person carrying too much money. Is he responsible for getting robbed? The woman alone at night in a bad part of town. Is she responsible for getting raped? The woman with flimsy locks on her door. Is she responsible? The woman with good locks and a gun by her bed but just too exhausted to wake quickly? The woman who fails to wear a burka in public? There is no end of blame shifting down this road.
