If someone "is" homosexual, i.e. it's an inborn unchangeable characteristic, then they aren't responsible for it & indeed can claim the should be accomodated, at least insomuch as it doesn't overtly violate anyone else' rights. If otoh one can choose to cultivate & indulge homosexual urges & engage in homosex, or not, then it's harder to argue they should not bear the consequences (including a public perception of being odd), & institutions & conventions should not be altered to accomodate them. Same-sex 'marriage' is about equating homosexual relations on a social & legal par with heterosexual ones.
