The solution is just the opposite of what Ben recommends: deny clergy the right to create civil marriages. Because "marriage" in the Church and "marriage" to the state are two different institutions that should be treated differently. Everyone knows that a Catholic can be married by the state, but not married in the Church's eyes, and divorced by the state and still married in the Church's eyes. Let the State define marriage any way it wants, and the Church define it the way they want. What's wrong with that?
