Some might say (me for one, now being an empty-nest taxpayer) that if those home & cultural factors that poison an effective learning process cannot be remedied - being the primary teacher-union excuses - then it seems rational that if the same cr@ppy results can be obtained by SPENDING LESS, then go for it. For example, replace a bunch of low-achieving high-cost "teaching professionals" with lower-cost social workers (lower grades) or parole officers (high schools). Maybe some reading specialists for kids who might actually want to learn.
