Especially the 2nd goal because as far as I know the U.S has no reliable system for determining whether millions of foreign visitors leave the country after their visas expire. In 2009 a 19 yo Jordanian overstayed his tourist visa and almost blew up a Dallas skyscraper. Sen. Charles Schumer D, NY, chairman of the Senate Judiciary subcommittee on Immigration said that he planned to "steer money from the economic stimulus program to build an exit monitoring system". How's that system going? Do we have that follow -up in place yet? And the biggest question of all - will law enforcement be able to arrest these people and prosecute them if they don't have an immigration record?
