The DOI/Constitution was a true revolution. It was the first time man said that man can rule itself not the government--self rule. It adopted the principles of Locke, Montesquie, and many others of the Enlightenment.
Actually Kevin that's not entirely true.
Both the Norse / Viking laws(Rule of the Thing) from 700 up till 1050 or so were self rule first as were the even older Brehon laws. While I'll admit that the Norse laws were not an entire nation at the time they were based on personal responsibility & accountability. The Brehon laws were used to govern an entire peoples namely the Irish from about 300 till the mid to late 1800 to a greater or lesser degree.
