In the ~35 years since the end of the global cooling panic and the transition to global warming panic, there is no unique, broadly accepted GOAL for the reduction of global CO2 emissions, there is no PLAN to achieve the GOAL and there is no TIMELINE for the effort. A carbon tax would not directly result in any specific reduction in US CO2 emissions; that would require major investments in low/no CO2 emissions facilities and equipment. The tax would merely add cost on top of the investment requirement. Our congresscritters are more interested in the tax revenue than in CO2 emissions reductions, not that we should be surprised.
