They were built for the National Guard, aka State Militia, to use as storage facilities for their equipment when they were not called into the field. Up until WW2, an invasion of the US was a practical probability. Without high-speed communication and transportation, an invader could get a foothold before the Federal Government could marshal the US Army; so the States were tasked with being military "first responders". Look what happened in the War of 1812, the Mexican Wars, the Civil War, etc.
