Somebody needs to explain how the Congress, in the middle the Watergate mess, gave the executive branch a bank. In 1973, Congress passed a law authorizing, I believe Commerce, to make federally backed loans. Obama has used this as a slush fund to back all these "green" projects for his political buddies and to keep his liberal Hollywood types happy. This law needs repealed. Of course, nobody wants to do it because they may be the one handing out the loans some day. Just goes to show how corrupt DC is and will remain until we go bankrupt since no one seems to pay attention anymore.
