I think his exact words were: " I think the best way for doing good to the poor is not making them easy in poverty, but leading or driving them out of it." As a man who came to Philadelphia with very few coins in his pocket, he likely knew what he was talking about. However, he had an inquisitive mind, a great deal of personal energy, and the good sense to apply both as productively as he could. His statement understands that not everyone embodies these traits, that is why he uses the term "driving" for his public policy postiion.
