Perhaps you should check out some of the non-standard fusion machines people are researching. Way back in the '90's I was told that a linear machine could be built that would work - problem is it would be a kilometer long, and the second entity to build a machine would use all that was sunk into the first one to advantage.
ITER is supposed to reach engineering break-even, and is still a research machine. I maintain that if AGW were being taken seriously, there would be a LOT more efforts in fusion, as well as a move towards fission power.
