Of course the context is helpful, as would be the half hour of "raised voice" had it been recorded. But don't kid a kidder, Doug. "You'll regret..." is the way a threat is often formulated in our mother tongue. This is obvious in the Woodward-Sperling case because, as Woodward has pointed out, the White House has not disputing the facts as related by Woodward. So what reason would Mr. Woodward have for regret, pray tell?
