The KXL line is in progress, from Cushing OK to Nederland TX, in Phase 1. Phase 2 through Montana and South Dakota - Starting Spring 2013. Phase 3 through Nebraska & Kansas - 2014. I know this because I am currently working on part of the project in Phase 1
