Early in the 20th Century, the progressive movement undertook to change the definition of liberty: "freedom to" (the right to live your own life) was morphed into "freedom from" (the vicissitudes of life). This allowed- in fact required- all sorts of "improvements" in the original structure of the American Experiment in order to "equalize Society". After the progressive agenda was roundly rejected, they hijacked the term liberal and went underground. "Liberal" in america now indicates a philosophy which mostly seeks to concentrate authority in the National Government ( we've very nearly lost the Federal system)- with accompanying loss of liberty.
