I am not sure what this article is trying to say, other than that FDR signed an Executive Order barring voluntary enlistment, presumably to protect the integrity of the mandatory draft or conscription. In any event, we now have an all-voluntary military, which is made viable by much-improved compensation and benefits, as well as easy and frequent promotions. Lewis Hershey, if he now were heading the Selective Service, would be at least a 10-Star General, and would doubtless have at least 20 rows of medals (some would have to be pinned on the back of his uniform).
