Congress should budget according to a method I lived under at work; management by stress. Cut until something breaks. Force management to find a fix with the resources at their disposal. Everyone complains it can't be done. Then it gets done. All the house has to do is exercise their power of the purse. Nothing gets by them. The administration's job is to administer, not make a budget. The senate's job is adisory and consent in the budgetary process. The house can say, plainly, that when they decide that resources are spread too thin, then and only then they and only they will consider adjustments. It could be to cut something unneeded. It could be more resources or a redirection of them.
