Sorry but this whole "cut vs reduction in increase" is about the lamest reasoning you could come up with. The problem isn't in how the accounting works. It's in programs that aren't needed and unaffordable. I might remind you it was Carter who championed the "zero-based budgeting" as a solution to our problems.
