Doesn't sound quite right, Alex. Intel, Motorola, etc. have manufactured silicon wafers here, diced them up, then shipped them off to Malaysia to be packaged and then distributed. The rare earths are used for new high tech motors, and maybe for the displays, but not for the integrated circuits themselves. Of course, China is an "emerging market" for automobiles, ATMs, electronics, etc., so it does make sense to build the stuff where most of it will be sold...
