I have no doubt you are right about the kevlar but nobody's "cut" defense spending. It's grown and grown. The big-government RINOs talk about defense "cuts" with the same semantic lies that the communist left uses about entitlement "cuts." Change gargantuan planned increases to only massive increases and they call it a "cut."
The crooks are always willing to put their crony REMFs and defense contractors ahead of the common soldier, however, and that is doubtless what you experienced. The US government has betrayed the American soldier for a long time.
