Begin with a minimum wage of $9.00 poper hour.
That's only the beginning of what an employee costs an employer.
Add FICA employer contributions, workers' comp, and unemployment insurance and that $9.00 comes out a lot closer to $14.00 per hour of employer cost. That's $112 for each 8 hour day.
If that employee isn't adding AT LEAST that much to the productivity of the firm, the employer can't afford to keep him.
The least educated and least able employees will be the first to go.
