It is standard practice for totalitarian regimes to create a web of laws designed to make every citizen a lawbreaker. That way any person who for whatever reason becomes inconvenient to the rulers can be convicted under an imitation of due process of law, while everyone else is kept quiet in fear of it happening to them. As the kids say, "Are we there yet?"
