As someone who worked with the police for 20 years, I can tell you that apparently many people don't seem to get the difference between police administration and the officers on the street. It is clear to understand if you also comprehend that the administrations of many police departments are politicians. In the case of police chiefs, they are appointed by the mayors (so it was not surprising to see the mayor of Emeryville beaming with pride at his little flunky spouting the progressive garbage that the mayor no doubt also spouts in his political campaigns). Most, if not all, Sheriffs are politically elected, so in 'progressive' (AKA 'repressive') communities, they also have to worship at the altar of Orwellian logic.
